Form 30 is one of the many RTO forms used to transfer the ownership of a vehicle from one person to another. In a normal vehicle sale, it is submitted along with Form 29, where the seller informs the RTO that the vehicle has been sold. Form 30 then helps the buyer apply to transfer the vehicle's Registration Certificate (RC) into their name.

What Is Form 30 for Vehicle Ownership Transfer?

Form 30 is the application submitted to the Regional Transport Office (RTO) to request the transfer of a vehicle's Registration Certificate (RC) from the current registered owner to the buyer. It is used during the normal sale of a used vehicle, whether the transfer is within the same state or to another state (along with other applicable documents), and may also be used for eligible gift transfers.

The form also helps update the change of ownership in the RTO's vehicle records. Form 30 is prescribed under Rule 55 of the Central Motor Vehicles Rules, 1989. Since it is a central form, it is used across India and is not state-specific, although some states may publish it in regional languages.

When is Form 30 Required?

Form 30 is used only when the ownership of an already registered vehicle changes. It does not apply to a new vehicle purchased from a showroom, as the first registration is made directly in the buyer's name. Form 30 is also not used when the ownership changes due to the death of the registered owner or the purchase of a vehicle through a public auction. In such cases, Form 31 and Form 32 are used, respectively.

What is the Time Limit for Submitting Form 30?

The vehicle ownership transfer application (Form 29 and Form 30) should be submitted within the prescribed timelines under the Motor Vehicles Act, 1988.

  • For ownership transfer within the same state, Form 29 and Form 30 should be submitted within 14 days from the date of transfer.
  • For ownership transfer to another state, Form 29 and Form 30 should be submitted within 45 days from the date of transfer.

What Is the Difference Between Form 29 and Form 30 for Vehicle Ownership Transfer?

Transferring the ownership of a registered vehicle requires both Form 29 and Form 30. Although they are submitted together, each form serves a different purpose.

What Information Does RTO Form 30 Contain?

Form 30 has four sections. They are meant to be completed by the seller, buyer, financier (if the vehicle is under a loan), and the RTO.

Part I – Seller's Details (Transferor's Details)

In the seller's section of Form 30, the seller has to provide their personal details, such as their name, father's/husband's name, and address, along with the vehicle registration number, date of sale, and the buyer's name and address.

By signing Form 30, the seller declares that:

  • The RC and insurance certificate have been handed over to the buyer.
  • The vehicle registration has not been suspended or cancelled.
  • The required No Objection Certificate (NOC) has been attached, where applicable.

If the NOC has not been issued, the required declaration should be submitted along with the supporting documents. Any details or declarations that are not applicable can be struck out before submitting the form.

Part II – Buyer's Details (Transferee's Details)

In the buyer's section of Form 30, the buyer has to provide their personal details, nominee details, date of purchase, vehicle registration number, and the seller's name and address.

By signing Form 30, the buyer:

  • Requests the RTO to transfer the vehicle's ownership into their name.
  • Confirms that the insurance certificate has been handed over.
  • Declares that the information provided in the application is true.
  • Declares that the vehicle is free from all encumbrances.

Financier's Consent (If Financed)

This section applies if the vehicle is financed through a vehicle loan, such as a used car loan or used two-wheeler loan.

In the financier's section, the bank or other financier has to provide its basic details, such as its name and address. By signing this section, the financier gives its consent to the ownership transfer and confirms its financing agreement with the buyer.

RTO Section (To Be Filled by the RTO)

This section is completed by the RTO. The RTO verifies the application and supporting documents before processing the ownership transfer. If approved, the vehicle ownership is updated in the buyer's name. If additional information or documents are required, the RTO may ask the applicant to provide them before processing the application.

How to Fill RTO Form 30 for Vehicle Ownership Transfer?

Filling Form 30 is straightforward if all the required information and documents are available. Follow these steps to complete the form correctly:

  • Download Form 30 from the Parivahan portal or your State Transport Department's website.
  • Obtain the completed seller's section and declaration in Part I.
  • Complete the buyer's section in Part II with the required details.
  • Obtain the financier's consent, if the vehicle is financed through a vehicle loan, such as a used car loan or used two-wheeler loan.
  • Review the form to ensure all details are accurate. Strike out any details or declarations that are not applicable.
  • Attach the required supporting documents before submitting the application to the RTO.
  • Submit Form 29 and Form 30 along with the applicable fee to the RTO.

What Documents Need to Be Attached to Form 30?

The documents attached with Form 30 vary depending on whether the ownership transfer is within the same state or to another state. Inter-state transfers require a few additional documents. The exact list may also vary by state. Below are the documents commonly required for both within-state and inter-state vehicle ownership transfers.

Documents generally required along with Form 30 for ownership transfer within the same state include:

  • Form 29
  • Registration Certificate (RC) / RC Book
  • Valid insurance certificate
  • Valid Pollution Under Control (PUC) certificate
  • PAN card of the buyer and seller or Form 97 (earlier Form 60)
  • Chassis and engine pencil print
  • Proof of the buyer's date of birth
  • Proof of the buyer's address
  • Passport-size photograph of the buyer
  • Purchaser's undertaking
  • Tax clearance certificate, where applicable

Additional Documents Required for Inter-State Ownership Transfer

Along with the above documents, you may also need:

  • A No Objection Certificate (NOC) issued by the registering authority
  • An order refusing to grant the NOC
  • If the NOC has not been issued, a declaration from the seller along with the acknowledgement or receipt for the NOC application

You can download Form 30 from the official Parivahan Sewa portal or your respective State Transport Department's website. Since Form 30 is prescribed under the Central Motor Vehicles Rules, the format remains the same across India. However, some states may also make the form available in regional languages.

  • Visit the official Parivahan Sewa website or your State Transport Department's portal.
  • Navigate to the Services or Online Services section.
  • Look for options such as Forms, Download Forms, Downloadable Forms, Application Forms, or a similar section.
  • Select Form 30 – Application for Intimation and Transfer of Ownership of a Motor Vehicle.
  • Download and print the form for submission to the RTO.

Alternatively, you can search online using terms such as "Form 30 PDF Parivahan" or "Form 30 [State Name]". In most cases, the official form is available among the first few search results. Always ensure you download the form from an official government website.
