The legal sale of a motor vehicle requires intimation to the RTO from both the seller and the buyer. The seller has to inform the RTO about the sale, while the buyer has to apply for the ownership transfer. For a normal sale, this process involves two forms: Form 29 from the seller's end and Form 30 from the buyer's end.

What is RTO Form 29 for Vehicle Ownership Transfer?

RTO Form 29 is one of the vehicle transfer forms submitted by the seller. It informs the RTO that the vehicle has been sold and delivered to the buyer, and that documents such as the Registration Certificate (RC) and Insurance Certificate have been handed over.

The official name of Form 29 is "Notice of Transfer of Ownership of a Motor Vehicle." RTO Form 29 applies to a normal sale of an already registered vehicle, regardless of:

  • Whether the vehicle was bought with a pre-owned car loan or without a loan
  • Whether the transfer is within the same state or to another state
  • Whether the vehicle is a car, two-wheeler, or another type of registered motor vehicle

When Should You Submit RTO Form 29 After the Vehicle Sale?

If you are selling a vehicle within the same state, you need to report the transfer to the RTO within 14 days of the sale. If the vehicle is being transferred to a person in another state, the timeline for submission is 45 days. Along with Form 29 and 30, other forms, documents and an NOC, if required for the interstate transfer, need to be submitted.

Note: Here, "same state" or "another state" refers to the state where the vehicle will be registered after the transfer, not just the state where the buyer lives.

Where Can You Download RTO Form 29?

You can download RTO Form 29 from the Parivahan Sewa portal or, where available, from your state's transport department portal. Some state transport departments may also provide the form in regional languages for easier understanding.

Steps to Download RTO Form 29 Online:

  1. Visit the Parivahan Sewa portal
  2. Go to Informational Services
  3. Select Downloadable Forms
  4. Look for Form 29 – Notice of Transfer of Ownership of a Motor Vehicle in the list of forms
  5. Open the form and save the PDF or print it

You can also find the form through a search engine. Search for "RTO Form 29 download" or "RTO Form 29 + [state name] + download". The Form 29 PDF from the Parivahan Sewa portal or a Form 29 PDF published by your state's transport department will usually appear within the first few search results. You can open the relevant PDF and download it directly.

How to Fill RTO Form 29?

RTO Form 29 has two sections. The first section is filled by the seller, while the second section is meant for the RTO where the form is submitted. The form is addressed to the RTO where the buyer resides, and a copy is sent to the RTO where the seller resides.

The details to be filled in RTO Form 29 by the seller include:

  • Enter the RTO where the buyer (transferee) resides.
  • Enter your name and address. If the vehicle is jointly owned, include the names of the joint owners as shown in the vehicle records.
  • Enter the date on which the vehicle was sold and delivered to the buyer.
  • Enter the vehicle details. These include the registration number, make, chassis number and engine number. For an electric vehicle, enter the motor number instead of the engine number.
  • Enter the buyer's details. Include the buyer's name and full address.
  • Enter the financing details, if applicable. If you bought the vehicle through a pre-owned car loan or it is under a hire-purchase, lease, or hypothecation agreement, enter the financier's details.
  • Get the financier's consent, where applicable. If the vehicle has an active vehicle loan, it must be cleared first, and a Form 35 must accompany the submission.
  • By signing the form, you confirm that the RC and Insurance Certificate have been handed over to the buyer. You also confirm that the vehicle has no pending claim or legal issue, is not under superdari, and that the information you have provided is correct.
  • After filling and signing the form, add the buyer's name in the transferee section and mention the RTO where you reside.

Once you submit Form 29, the RTO verifies the details along with Form 30 submitted by the buyer and the other required documents. If the details and documents are correct, the RTO updates the vehicle records with the new owner's details.

Can You Submit RTO Form 29 Online?

Submitting RTO Form 29 online depends on whether your state has enabled online vehicle ownership transfer services. In some states, you can complete the transfer process online. In others, you may need to start the process online and then visit the RTO for document verification or other required steps.

To check whether online ownership transfer and other RTO services are available for your state, select the service you need and then select your state on the VAHAN portal.

What Documents are Required Along With Form 29 for Vehicle Ownership Transfer?

For a normal vehicle sale, Form 29 is the seller's part of the ownership transfer process. The buyer uses Form 30 to apply for the transfer, along with Form 29 and other required documents. The documents required can vary based on the vehicle, state, and type of transfer.

Commonly required documents include:

  • Form 29

  • Registration Certificate (RC)

  • Pollution Under Control (PUC) certificate

How to Submit RTO Form 29 Online?

You can submit Form 29 online through the Parivahan Sewa portal. When you select your state and RTO, the portal directs you to the VAHAN Citizen Services page for your state.

Steps to Submit Form 29 Online:

Step 1: Open the Parivahan Sewa portal.
Step 2: Under "Online Services", click "Vehicle Related Services". Select your state.
Step 3: The portal will then direct you to the VAHAN Citizen Services page for your state.
Step 4: Click the login option using the vehicle registration number. You can also log in through the RTO option.
Step 5: Enter the vehicle registration number and chassis number, and generate the OTP on the registered mobile number.
Step 6: Select "Transfer of Ownership" from the available services.
Step 7: Enter the transfer details asked by the portal and submit them.
Step 8: Enter the insurance details of the vehicle.
Step 9: Upload the required documents, including Form 29 and other documents shown by the portal for your application.
Step 10: Pay the applicable fee through the available online payment options.
Step 11: The buyer then continues the ownership transfer process from their end as required by the portal.
Step 12: Complete any further verification or RTO visit, if required.

Does Submitting Form 29 Mean Your Work is Done?

No. Form 29 is your intimation to the RTO about the sale. The buyer still needs to complete their part of the ownership transfer process. The RTO then verifies the details and documents submitted by both sides. If the details are correct, the new owner's name is recorded in the RC. Once the new owner's name is recorded in the RC, you are no longer the registered owner of the vehicle and are free from future legal responsibilities as its registered owner.

You can also check the application status through the available VAHAN services to track the progress of the ownership transfer.

What is RTO Form 30 for Vehicle Ownership Transfer?

Form 30 is the application used by the buyer to request the transfer of the vehicle's ownership to their name. It is submitted as part of the ownership transfer process after the seller gives notice of the sale through Form 29.
